Africa Energy Bank Launches With US$5 Billion Authorised and No Word on What Is Paid In

The Africa Energy Bank now formally exists. Afreximbank and the African Petroleum Producers’ Organisation (APPO) announced its establishment on 31 October at its inaugural general meeting in Abuja, Nigeria. The first general assembly appointed Helmy Ghazi as inaugural President and formed the first Board of Directors.

The bank has US$5 billion of authorised capital. That is the most its shareholders can be asked to put in, not money already paid in. The joint statement gives no paid-in or subscribed capital, so there is no way to tell how much the bank can lend today.

The statement puts Africa’s energy investment need at US$200 billion. On our calculation, the bank’s full authorised capital equals 2.5% of that.

The bank will fund projects across the energy value chain, covering exploration and production, transportation, processing, refining and distribution. The statement says it aims to strengthen productive capacity, reduce reliance on imported petroleum products, promote intra-African energy trade and expand African participation in the sector. It names its target funders as governments, national oil companies, financial institutions and private investors.

Much is missing. There is no headquarters, no list of shareholders or member countries and no names for the rest of the board. There is no date for first lending, no funding model and no credit rating. The statement does not say whether Afreximbank or APPO hold stakes, and it carries no quotes from any official.

Afreximbank is already active in the same space. On 28 October it said it had disbursed a US$975 million facility for the management buyout of Oryx Energies, which supplies, stores and distributes fuels. The statement does not explain how the two banks will share energy lending.

Digital Trade Outlook’s View: Capital Promised, Not Yet Raised

For investors and borrowers, the figure that matters is paid-in capital, and it has not been published. Until the bank names shareholders, discloses paid-in capital and secures a rating, African energy projects have a new name to apply to but no confirmed money behind it. Afreximbank, which disbursed US$975 million to an energy buyout days earlier, remains the active lender for now.
